Building on the successes of PROTECT project, PCP-WISE is a unique, fully funded opportunity aimed at fostering partnerships between European public buyers and private sector innovators.
Our goal? To co-design innovative solutions for tackling water-related crises intensified by climate change.

Building on the successes of PROTECT project, PCP-WISE is a unique, fully funded opportunity aimed at fostering partnerships between European public buyers and private sector innovators.
Our goal? To co-design innovative solutions for tackling water-related crises intensified by climate change.
Here is a snapshot of what PCP-WISE offers:
- €19M budget fully funded by the European Commission through the Horizon Europe programme.
- Collaboration among 11 public buyers ready to leverage the Pre-Commercial Procurement (PCP) instrument to acquire cutting-edge R&D services (up to TRL 8).
- Development of water intelligence systems using EO data, in-situ measurements, and AI analytics to prevent and mitigate water-related crises like floodings, fires, and subsidence both in urban and rural settings.
What’s next?
In September 2025, the PCP-WISE buyers will launch a call for tenders. Market suppliers will be invited to submit proposals for the competitive process, which includes multiple stages of evaluation. Funding will be awarded to the most promising companies, with the entire PCP process a response in order to be selected and participate in the PCP competitive process extending until December 2027.
About the PCP-WISE Community of Practice
The PCP-WISE Community of Practice (CoP) is a collaborative platform bringing together diverse stakeholders from the quadruple helix to advance water-crisis risk management innovations tailored to public sector needs. This inclusive community welcomes public buyers at national, regional, and local levels, climate services providers, Earth Observation (EO) data experts, sustainability and climate adaptation professionals, innovation procurement practitioners, sustainable community networks, and other EU-funded projects working on climate adaptation through EO data.
