Climate change is putting pressure on Europe’s water systems. Droughts and floods are becoming more frequent and more extreme. This has major consequences for cities, agriculture, and nature. Smart solutions are needed—urgently.
That’s why the Waterschapshuis, the central IT and innovation organisation for Dutch water authorities – as lead Public Buyer of the EU-funded PCP WISE project (
Pre-Commercial Procurement for Water Management Innovation from Space for European Climate Resilience) project – will launch, on the 5th of September, a
Call for Tenders inviting all innovators, tech developers and researchers to develop groundbreaking digital and satellite-based tools for water resilience.
We are now inviting suppliers and innovators to contribute their ideas and explore collaboration during a series of preparatory events.

- 28 May 2025 – Info Webinar: Learn more about the rationale, scope, timeline, and process behind the PCP WISE project idea and requirements
- 3 June 2025 – First Online Market Consultation: A online Dialogue with potential suppliers and great opportunity to ask questions
- 12 June 2025 – A Second Hybrid Market Consultation (Brussels): Meet the PCP WISE Public Buyers and future users and get a second chance to ask key questions about the upcoming Call for Tenders.

The Infoday is an informative session designed to present the rationale behind PCP-WISE, introduce the use cases, and explain the technical and functional requirements needed to meet the buyers’ needs. The event will also provide an overview of the Pre-Commercial Procurement (PCP) process across its three stages, along with key contextual information on Intellectual Property Rights (IPR), funding, and legal aspects. As its name suggests, this session is primarily about sharing details on the PCP WISE intended Call for Tenders, which may evolve based on insights gathered throughout the broader Open Market Consultation (OMC) process.

The First Open Market Consultation is a primary interaction point with the supplier community. It aims to validate the State-of-the-Art analysis (SOTA), gather insights on existing and emerging water management technologies, and collect market feedback to refine tender specifications. Participants will engage in structured polling to share their views, helping tailor the PCP-WISE tender to actual market conditions.

Taking place in Brussels during
EXPANDEO, the annual conference hosted by the
European Association of Remote Sensing Companies (EARSC), this session will emphasise market engagement through awareness-raising, audience feedback, and consortium-building support. A brief presentation on PCP-WISE needs and procedures will be followed by a panel discussion addressing audience questions. The event will close with interactive matchmaking prompts to encourage supplier collaboration.
